Great effort with a novelty! Need the urban design proposals for the developments of large plots. The regular planning regulations aren't enough. It would be more effective if UDA can set up the urban design regulations for special large plots and asking an urban design proposal for large development from the developer. The already established green building rating system for government buildings (Blue -Green Sri Lanka) should be extended to private buildings as a compulsory requirement.
Now we ar going to spend USD 2B to construct 17km Malabe LRT. Then another USD 3B to extend elevated railway line Kottawa. Are they economical. Why can't we extend normal railway line to malabe. Or double line it to kottawa on ground. At 1/10 of the cost. Level. Crossings can be grad separated.

Life time cost of solutions need to be taken into account. At grade railway line is costing 2M USD per km. Not 100M Usd as per LRTs
