 Capital City Development Plan

2019 - 2030

The vision of the capital city plan is to rejuvenate the forgone glory of the once celebrated monarch of Sri Jayawardenapura back again on the current administrative capital, which is not adequately manifested in its physical environment and the order of activities. The glory of the Sri Lanka’s Administrative Capital is expected to instill the sense of pride and healthy image of the city in the dwellers and users along with strong emphasis on the unique and sensitive environmental settings which will not be compromised during the implementation.

The preparation of ‘Capital City Development Plan – 2030’ is a collaborative exercise undertaken by UDA in consultation of relevant stakeholders and general public based on the ‘Strategic Planning’ principles.

The geographical extent of the capital city plan area is 16,514 hectares. It consists of four local authorities namely; Sri Jayawardenepura Kotte MC, Maharagama UC, Kaduwela MC and Kotikawatta-Mulleriyawa PS. It is bounded by the Kelani River on North, Colombo Municipal Council on West, Boralesgamuwa on South and Homagama and Sithawaka Pradeshiya Sabha on East respectively.

The rapid development in the previous years has headed the country towards prosperity. Nevertheless, urban and environmental issues have also emerged due to the lack of planning and enforcement in development procedures. Hence, a suitable framework is necessary to recognize the potentials along with the complications in order to achieve development sustainability. The Capital City Plan is designed to ultimately succeed as a globally recognized, unique city while addressing the above concerns with a better perception.
